Address Issue every time while creating new invoice

Why does Billing address keeps on changing when GST Registered address should always be the same for one party where only shipping address changes with multiple location delivery address. Kindly find a permanent solution for this problem as there is E-Invoicing for my company and also E-way Bill enabled so there is lots of issue while generating an invoice
